The 50mm Rule: LVV Certification and Suspension Lift in NZ
Almost everything you'll read about lift heights in New Zealand is wrong. There is no height that automatically triggers a Warrant of Fitness failure or the need for LVV certification. What triggers certification is the hardware you use to get there — and once you understand that, the whole picture makes sense.
The short version: if you lift your vehicle using taller springs and longer shocks that bolt into the original mounting points, with nothing adjustable that wasn't adjustable from the factory, you can go as high as the parts allow without LVV certification. The 50mm figure applies to one thing only — leaf spring blocks.
Where the 50mm myth comes from
The Vehicle Inspection Requirements Manual does contain a 50mm figure, and it's the source of all the confusion. It appears in the section dealing with leaf spring blocks: blocks used to adjust ride height must be securely fitted, made from metal, purpose-designed, seated over not less than the original spring seat area, and no more than 50mm in height.
That's it. That's the whole scope of the number. It's a specification for one particular component on leaf-sprung vehicles.
Somewhere along the way it got repeated as a universal lift limit, and now it's quoted at WoF counters, on forums and by people selling suspension. Which raises the obvious question nobody asks: what if you've got coil springs? There are no blocks involved. The 50mm figure has nothing to say about your vehicle at all.
The actual rule: OE mounting points, nothing adjustable
Here's how the LVV thresholds and correct WoF guidance should be read.
You can raise your vehicle using original-equipment-mounted suspension hardware — taller coil springs, higher-arched leaf springs, longer shock absorbers — provided they physically fit and use the original mounting points. You unbolt the old gear and bolt the new gear into the same holes. No strut spacers. No coil spring seat extenders. No extended leaf shackles.
If you can achieve the lift that way, without introducing anything adjustable that wasn't adjustable from the factory, you can go as high as the components allow — within reason — and certification isn't triggered by the height itself.
What "within reason" means
The vehicle still has to pass a Warrant of Fitness on everything else: adequate wheel travel, no fouling, correct geometry, working brakes, sensible driveline angles. Height on its own isn't the test — but a lift big enough to compromise any of those things will fail on those grounds instead.
Why big lifts end up certified anyway
This is the part that gets missed. You can lift a vehicle on OE-mounted springs without triggering certification — but the higher you go, the more supporting hardware you need, and almost all of that hardware is itself a trigger.
- Solid axle offset On a solid-axle vehicle, lifting pushes the axle sideways relative to the chassis because of the panhard rod's arc. To bring it back to centre and keep front and rear tracking together, you need an adjustable panhard rod. That adjustable component — where adjustability isn't factory — is an LVV trigger.
- Driveline angles on leaf-sprung vehicles Leaf springs front and rear means diff angles change with lift. Correcting them takes driveshaft spacers or a transmission drop kit. Both are triggers.
- Camber and castor on strut and coil front ends Independent front suspension needs aftermarket upper control arms to restore correct camber and castor once lifted. Another trigger.
- Droop The vehicle must retain at least 40mm of droop — the difference in ride height between the vehicle at rest and with the suspension hanging in full rebound. A lift that eats that travel is a problem regardless of what else you've done.
- Wheels and tyres Nobody lifts a vehicle and leaves the standard tyres on it. Go more than 5% over the factory tyre circumference and you've triggered certification. An 80 Series LandCruiser runs 31" from the factory — fitting 33s crosses the line comfortably.
- Track width You can't run the tyre more than 25mm wider than the factory body panel. Beyond that it needs to be covered by a flare, and over 25mm is a trigger in its own right.
- Braking and stability Once you're in the certification process, LVV braking requirements and rollover calculations apply. Vehicles that were already marginal from the factory have limited scope before the stability calculation stops them.
So the honest summary is this: a modest lift on OE-mounted springs, keeping the standard tyres, genuinely doesn't need certification at any particular height. A serious lift almost always does — not because of the height, but because of everything you have to fit to make the height work properly.

Planning a compliant build
- Work out what the vehicle is actually for. Most touring and load-carrying complaints are solved by correct spring rates and better damping, not by height. Sprung properly for its load, a vehicle usually sits higher anyway.
- Decide early whether you're going over the line. If your plan needs adjustable panhard rods, upper control arms or bigger tyres, you're getting certified — so plan the whole build around that rather than discovering it halfway.
- Do everything before you certify. The assessment covers the vehicle in its final state. Certify, then add tyres, and you're re-certifying.
- Check the droop. 40mm minimum, and it's easy to lose on an aggressive lift.
- Keep the paperwork. Part numbers, spring ratings and fitting records make certification considerably smoother.
A note on scope. This page reflects how the rules are written and how they're applied in practice. Interpretation can still vary between inspectors, and the rules do change. If your build is anywhere near a threshold, a phone call to an LVV certifier before you order parts is the cheapest insurance available.

Frequently asked questions
How much can I lift my 4WD without LVV certification in New Zealand?
There's no height that automatically requires certification. If the lift is achieved with taller springs and longer shocks bolted into the original mounting points, with nothing adjustable that wasn't factory adjustable, height alone doesn't trigger certification. What triggers it is the hardware — spacers, extended shackles, adjustable panhard rods, aftermarket control arms, oversized tyres.
Isn't the limit 50mm?
No. The 50mm figure in the VIRM applies specifically to leaf spring blocks — metal blocks used to adjust ride height must be no more than 50mm high, along with other conditions. It has been widely misquoted as a universal lift limit. It says nothing about coil-sprung vehicles.
Do spring spacers need certification?
Yes, always, with no height allowance. Strut spacers and coil spring seat extenders are non-OE hardware, and a 20mm spacer triggers certification just as a 60mm one does. This is the single most common mistake — people apply the 50mm leaf block figure to spacers, which it was never about.
Why do most lifted 4WDs end up certified then?
Because of what you have to fit to make a bigger lift work. Solid-axle vehicles need adjustable panhard rods to re-centre the axle; leaf-sprung vehicles need driveshaft spacers or a transmission drop to correct diff angles; IFS vehicles need upper control arms for camber and castor. Each of those is a trigger. Add bigger tyres and you've crossed the 5% rule as well.
What is the 40mm droop requirement?
The vehicle must retain at least 40mm of droop — the difference in ride height between sitting at rest and with the suspension hanging in full rebound. It's a Warrant of Fitness requirement independent of certification, and an aggressive lift can eat into it.
Can I fit bigger tyres without certification?
Up to 5% over the factory tyre circumference. Beyond that, certification is required. An 80 Series LandCruiser came with 31" tyres from the factory, so 33s cross the line. You also can't run the tyre more than 25mm wider than the body panel, and anything protruding needs flare coverage.
Does a body lift need certification?
Yes. A body lift on a body-on-chassis four-wheel drive always requires certification, at any height.
What happens if I don't certify when I need to?
The vehicle should fail its Warrant of Fitness, and driving an uncertified modified vehicle on the road isn't legal. There are also potential insurance consequences following an incident.
